Call for bid - External Strategic Expert

The Carpathian Foundation is pleased to announce a call for bid opening for the position of External Strategic Expert within the Central Mountains (CE0100083) project, a part of the Interreg Central Europe program.

 

Project period: 01/04/2023-31/03/2026 (36 months)

The purpose of the project: Strengthening and improving governance models in the Alpine-Carpathian mountain areas of Central Europe, with particular emphasis on cross-border and transnational cooperation structures for solving common challenges for the sustainable development of mountain regions. As a result, cross-border areas and communities in the Alps and Carpathians will benefit from strengthened structures for long-term cooperation using a modern approach (participatory - involving young people, multi-level, multi-sector).


Tasks to fulfil: providing continuous external expertise in strategy development, in more details:
> D.1.3.2 - Joint strategy report development: A joint strategy for community-led sustainable development of mountain areas in Central Europe with a special focus on participatory governance will be developed in English by EURAC with input from all project partners, the Strategic Expert(s) needs to actively take part in this process by providing written documents, conducting analysis, conducting reconciliations with partners, experts, stakeholders and staff.
> D.1.4.4 - Action Plan for citizens involvement in decision making processes in the Carpathians: The development of an action plan to set up a structure for well-organized cooperation of civil society organizations from the Carpathian region will be ensured. The Strategic Expert(s) is responsible for this objective to reach. An Interregional meeting for action plan development will be organized and based on that and the results of the needs assessment an action plan document in English will be prepared by the Carpathian Foundation (and its Strategic Expert(s)).

 

The Strategic Expert(s) needs to actively take part in this process by providing written documents, conducting analysis, conducting reconciliations with partners, experts, stakeholders and staff.


> D.2.2.3 – A 2-day Summer Camp with workshops for youth and CSOs (HU, SK, RO, PL, UA) to jointly discuss on initiatives and actions to be integrated into the Carpathian Civil Society Platform will be organized for approx. 90 participants – under the guidance of the Strategic Expert(s). The Strategic Expert(s) needs to support the whole process by providing written documents, conducting analysis, conducting reconciliations with partners, experts, stakeholders and staff.
> D.2.2.3 - Improved structure for cooperation of civil society organizations (CSOs) from the Carpathian region will be ensured by widening the existing civil society network of the Carpathians; strengthening the organizational capacity of CSOs by organizing capacity building workshops at local (national) level, interregional (Carpathian level) meetings, Summer Camp for CSOs from the Carpathians. A report in English will be prepared by the Carpathian Foundation (and its Strategic
Expert(s)). The Strategic Expert(s) needs to support the whole process by providing written documents, conducting analysis, conducting reconciliations with partners, experts, stakeholders and staff.
> D.3.4.1 Policy recommendations document: By the end of the project, project partners will jointly work on a transnational document to inform policy makers and decision makers at all levels, from local and regional to national and transnational, about key conclusions from the project. A policy recommendations document in English prepared by ACEP with the active participation of the Carpathian Foundation (and its Strategic Expert(s)). The Strategic Expert(s) needs to support the whole process by providing written documents, conducting analysis, conducting reconciliations with partners, experts, stakeholders and staff.


For reaching the above-mentioned objectives, and ensuring the expected tangible results, the following main activities are required from the Strategic Expert(s):
• assisting and facilitating strategy building in two main areas of the project: The Carpathian Civil Society Platform and “For sustainable tourism development in the Carpathians", namely 

• taking part in stakeholder identification and involvement of stakeholders,
• participation in the creation of the action plan "For sustainable tourism development in the Carpathians" in cooperation with the project partners,
• preparation of the action plan for the revitalization of the Carpathian Civil Society Platform based on the needs assessment and the workshops and inter-regional meetings held in the framework of the project, and contribution to its implementation and evaluation,
• Contribute to the content of the website of the platform in cooperation with the Carpathian Foundation's team,
• Participation in all project events, workshops, conferences, roadshows organized for achieving the above goals and by by the Carpathian Foundation and its partners in the project,
• Assisting staff in organizing all project events, workshops, conferences, roadshows
organized for achieving the above goals and by the Carpathian Foundation and its partners in the project, namely with the agenda, facilitation and other professional activities,
• To collaborate with other consultant(s) to ensure that interviews are conducted
correspondingly. 

 

Requirements:
• Fluency in English (both written and oral),
• relevant experience in the field of cross-border and transnational cooperation structures, and projects similar to this,
• ability and willingness of frequent travel, and taking part in online and personal
consultations, meetings, workshops, other project events.
