NGO Fund of the EEA/Norwegian Financial Mechanism - 3rd round

Thanks to additional sources, the Hungarian Environmental Partnership Foundation - Ökotárs Alapítvány (HEPF) in cooperation with the Autonomia Foundation, Foundation for Development of Democratic Rights (DEMNET) and the Carpathian Foundation - Hungary announces a third call for proposals in the framework of the NGO Fund of the EEA/Norwegian Financial Mechanism for Hungarian NGOs. The open call is for applications submitted within any of the four thematic areas, representing the priority sectors of the EEA and Norwegian Financial Mechanisms, as follows: 

  • Environment protection and sustainable development
  • Civil liberties and capacity building
  • Social cohesion, and health and childcare
  • Cultural heritage

The amount to be distributed in this round is EUR 935,314.
In this round organisations may apply only for micro grants, with up to 10 month long projects. The amount of grants per project shall be from 2,000 EUR to 20,000 EUR

The applicant shall provide or obtain the remaining eligible costs (min 10%). Up to 80 percent of the co-financing can be provided as in-kind, i.e. a minimum of 20 percent has to be financial contribution.
The proposal guidelines and procedures have changed compared to the previous rounds. The most important new element is that application became a two-step process:

In the first stage, applicants must only submit simplified project ideas by filling in the online application form at www.norvegcivilalap.hu, between the 4th of September and 5st of October (until midnight) 2009. 
The Evaluation Committees of the four thematic areas will select the project ideas to be further developed (approximately 200 altogether). Applicants will be informed about their result of this step by the 6th of October 2009.

In the second stage, approved applicants can submit their detailed project plans: through this website, until the 21st of December 2009 (until midnight). 
In order to assist the development of good quality proposals, in November, during the project planning period, the Operator and its partners will hold one-day project planning and development trainings in each region. The trainings are free and voluntary for all qualified applicants.

The conditions and procedure of the program are regulated by the Agreement between the Hungarian Environmental Partnership Foundation (Ökotárs Alapítvány) and the EEA/EFTA Financial Mechanism Office. HEPF is managing the NGO Fund in consortium with three partner organizations mentioned above, each managing the applications of one thematic area.
